This is set up so that the Town always has either 50%+1 (for odd player games) or 50%+2 (for even player games).
For most games, the Mafia:Neutral set up will either equal or the Mafia will have 1 more player than Neutrals.
At 15 players I have a Neutral in the Mafia pool and at 17 players I have a Mafia in the Neutral pool. This is to make the number of Mafia less predicable.
The Neutral in the Mafia pool has a win condition to outlive all other Neutral Survivors, and he has a JK+Name Cop power to try to find the other Neutrals. His win condition is not dependent on any Mafia or Town success, so he has little reason to go after the Mafia or help the Town (as both factions would rather keep the Survivors alive for votes). This inclusion should hurt the Mafia deficiency the least.
The Mafia in the Neutral pool is a Magnet and Random Killer. He is useful for his vote and for trying to frame Townies by magneting the Cop, but other than that he is dead weight at night (though the vote can be quite valuable during the day). This is to help offset the fact that the Mafia will likely be inflated if he is on the team.
The Mafia is given access to a Power Cop at 19+ players. This is to give them added information, given that the Town has above average information since they know the pool of powers this generator draws from.
I personally feel these roles are pretty balanced. The more complex roles won't appear in smaller games, and I feel I have included enough "balance" roles to make this format work. Having said that, I would be greatly appreciative of any concerns people have with this set up. I understand that my set of eyes is biased and I could be easily overlooking an obvious error.
7 players (2M/1N/4T) is the minimum for the following reasons:
The Town must have more than 50% of the opening players. The Mafia should never have 1/3 of the opening players. The Mafia should have at least 2 players.
If the Mafia has 2 players, they will have 1/3 of the roles at 6 players. 1 more player and they have just shy of 1/3, a good place to be. At 7 players, 4 is just over 50%, a good number for the Town. This leaves 1 possible role going to a Neutral.
The Mafia does not need a Don until they have 3 players (or else the Don could do nothing, as he can't kill unless he is last member and he can only copy a power of a teammate not making the kill). I also don't feel like the Vig or SK needed to enter until 3 night kills wouldn't take out more than 1/4 of the opening players.
This generator was originally meant to be balanced at 15-25 roles, and that is why I have roles being added for each of those roles. At 25, I had enough Mafia and Neutral roles to bump the game up to 30 players, but I needed 3 more Town roles to make it happen. I had debated doubling up the Town RB, MD, and Tracker earlier, so when I needed exactly 3 Town roles to stretch to 30 players, I figured is was just meant to be.
You can technically stretch this out to 33 players, but every single role will be in the game, taking out all randomness.
Addendum: I have decided to increase the Town pool at Role 14 with the dupe RB/MD/TR roles. This is to give the Mafia a higher percentage at safe claiming one of those three roles, and it also makes the Town spread less predictable.
You are the Don of the Mafia. 2/3rds of the remaining players are needed to lynch you. If you are copped, the result will be "Town". At night, you may copy the power of a teammate who is not making the kill or a 1-Shot. You may not be assigned to make the kill unless you are the last remaining member of the Mafia. You win when there are no more threats to the Mafia.
You are the Mafia Janitor and Doctor. At night, you may target another player, and that player will become bulletproof for the night and cannot die. If you are assigned to make the kill, your target's character and alignment will be hidden, and you will be informed to the character's name. Once per game, you may target another player and that player will not be able to speak the following day phase. A silenced player may not be lynched. You win when there are no more threats to the Mafia.
You are the Mafia Role Blocker. At night, you may target another player, and that player will be Blocked and his action will fail. If you are assigned to make the kill, your action cannot be Blocked. Once per game, you may target another player, that player will be Blocked, and no other player will be able to target that player, forcing them to fail. You win when there are no more threats to the Mafia.
You are the Mafia Misdirector. At night, you may target another player, and that player will be Misdirected and forced to target a random player other than himself, his original target, or a member of the Mafia. If you are assigned to make the kill, your action cannot be Misdirected. Once per game, you may target another player and force them to be Misdirected into another player of your choice. You win when there are no more threats to the Mafia.
You are the Mafia Tracker. At night, you may target another player, and you will Track them, learning whom that player targeted. If you are assigned to make the kill, your action cannot be Tracked. Once per game, you may target another player and Track everyone else who targeted that player, learning who else targeted that player. You win when there are no more threats to the Mafia.
You are the Mafia Magnet. At night, you may target another player and that player will be Misdirected into you. If you are assigned to make the kill, your target will be determined at random, though you will not target a member of the Mafia. Once per game, you may target two other players (Player A and Player B); and anyone else who targets Player A will be Misdirected into Player B, and anyone else who targets Player B will be Misdirected into Player A. You win when there are no more threats to the Mafia.
You are the Mafia Power Cop. At night, you may target another player, and you that player's power. If you are assigned to make the kill, all actions that would affect the kill will affect it normally. Once per game, when you are assigned to make the kill, your action cannot be Blocked, Misdirected, or Doctored; and you will always be able to find your target. If you make the kill this way, you will die and cannot be Doctored.
You are the Mafia Snoopy. At night, you may submit a description of a scene, and that scene will be included in the following write up. If you are assigned to make the kill, your action will not take effect until after the following night. Any action that would affect your action will affect it on the night you submit your action; however, your target may only be Doctored on the night your action takes effect. The autopsy will be included just after the Snoopy write up if applicable. Once per game, you may target another player, and that player will not appear in the following write up. This will not affect autopsies. You win when there are no more threats to the Mafia.
You are the Serial Killer. At night, you must target another player to be killed. Each night, you will ignore the harshest action against you (Kill > Block > Misdirect > Track > Other) though you will not ignore passive actions. You are Neutral and win when you are the only player remaining.
You are The Survivor. At night, you may target another player, that player will be Blocked, his action will fail, and no other player will be able to target that player, forcing them to fail. You will be notified of the Character’s name of your target. Three times per game, you may target another player and that player will die. You are Neutral and win when there are no more Neutral Survivors left in the game.
You are the Lawyer. At night, you may target a player and permanently raise or lower their vote threshold by 1 (you may select yourself). When you vote to lynch other players and your vote is the last vote needed to successfully lynch three players, you will win. You are a Neutral Survivor and also win with either the Town or the Mafia if you are the last Survivor remaining.
You are the Hider and Pusher. At night, you may target another player and Misdirect every other player who targets that player into another player of your choice. You may instead target another player and Misdirect every other player who targets you into that player. In the latter case, if your target is also the target of a kill, you will die as well In both cases, if a kill is successfully Misdirected, you will win. You are a Neutral Survivor and also win with either the Town or the Mafia if you are the last Survivor remaining.
You are the Body Guard. At night, you may target another player and if they are targeted for a kill, and if that kill is not Doctored, they will be Misdirected into you, and you not die If you successfully Misdirect the kill three times, you will win You are a Neutral Survivor and also win with either the Town or the Mafia if you are the last Survivor remaining.
You are the Reverse Guide. At night, you may target another player and every other player who targets that player cannot be Blocked or Misdirected. If your target is successfully killed when the kill would otherwise have been Blocked or Misdirected, you will win. You are a Neutral Survivor and also win with either the Town or the Mafia if you are the last Survivor remaining.
You are the Jester, Bomb, and Paranoid Gun Owner Maker. At night, you may target another player. One random player who targets that player will die. You are Neutral and win when you get lynched. If you get lynched, one random player on your lynch train will be killed. You may vote for yourself, but you will be eligible to die, and if you do you will lose.
You are the Cult Leader. At night, you must target another player, and if you have 0 Recruits and no Cult Members have died, you have a 6/8 (Num/Den) chance to recruit that player into the Cult, you have a 1/8 chance to kill that player, and you have a 1/8 chance to fail Each time you recruit a player into the Cult, your chance to recruit decreases by +1(Num)/0(Den), your chance to kill increases by +1(Num)/0(Den), and your chance to fail stays the same Each time a Cult Member dies (including you), your chance to recruit increases by 0(Num)/-1(Den), your chance to kill decreases by -1(Num)/-1(Den), and your chance to fail increases by 0(Num)/-1(Den) You cannot recruit any player with access to a kill power, but your chance to kill a player with a kill power increases by +1(Num) Once per game, you may choose a recruited player and name that player as your heir If you die, your heir will become the Cult Leader If you die before choosing an heir, the Cult will disband and all Cult Members will become Neutral Survivors. You are the Town Guide. At night, you may target another player, and that player cannot by Blocked or Misdirected. You win when there are no more threats to the Town.
You are the Town Dragger. At night, you may target another player, and that player's character will be included in a scene in the write up with your character. You win when there are no more threats to the Town.
You are the Town Reverse Dragger and Write Up Cop. At night, if any player targets you, that player's character will be included in a scene in the write up with your character. This will happen for each player who targets you. During the day, you may PM the moderator a question concerning one scene of the most recent write up and you will learn new information. You win when there are no more threats to the Town.
You are the Town Princess and Day Killer. If you die at night, the following day phase will be skipped. If you are lynched, the following night phase will be skipped. Once per game, you may type in bold (Sorry [Mario], but your Princess is in another castle) and that player will be killed. Once your kill has been used, you will become vanilla. You win when there are no more threats to the Town.
Rules for Mafia (as outlined on MafiaScum.net, adopted by the great folks at HCRealms.com, and finally edited by me, ChiRocker):
1) No whining.
2) During the Day, the Town (a.k.a. the uninformed majority) must try to vote off scum like the Mafia and unfriendly Neutrals without being tricked into voting off their own. You may vote by typing "Vote/Lynch/Tar&Feather/Anything-Else-that-can-Obviously-be-Interpreted-as-a-Vote [Player Name]" in bold. You may also "Leave Vote [Player Name]" and that player will given control of your vote until you reclaim it (all this must be done obviously and in bold).
3) At Night, players MUST send in their actions. The Mafia (a.k.a. the informed minority) takes this time to kill the Town off 1 by 1 while the Town tries its best to thwart the Mafia's plans. If you do not wish to act, you must let the moderator know.
4) Their are some Neutral players who are more or less doing their own thing, though some are more nefarious than others. While Survivors may win with either the Town or the Mafia, all Neutrals have their own selfish win condition.
5) Players win the game when they fulfill the win condition listed in their role.
6) Do NOT under any circumstances directly quote any form of communication you receive from the moderator. Doing so will result in an instant death at the hands of the mod.
7) Do not, under any circumstances edit your posts. Doing so will result in an instant death at the hands of the mod.
8) If you die in the game, that is it for you. You lose and it sucks (especially on Night 1). That being said, please do not talk once you are dead. It can seriously ruin the fun for everyone else, and it may result in future negative consequences depending on the moderator.

You are the Town Dragger. At night, you may target another player, and that player's character will be included in a scene in the write up with your character. You win when there are no more threats to the Town.
You are the Town Reverse Dragger and Write Up Cop. At night, if any player targets you, that player's character will be included in a scene in the write up with your character. This will happen for each player who targets you. During the day, you may PM the moderator a question concerning one scene of the most recent write up and you will learn new information. You win when there are no more threats to the Town.
You are the Town Princess and Day Killer. If you die at night, the following day phase will be skipped. If you are lynched, the following night phase will be skipped. Once per game, you may type in bold (Sorry [Mario], but your Princess is in another castle) and that player will be killed. Once your kill has been used, you will become vanilla. You win when there are no more threats to the Town.
Rules for Mafia (as outlined on MafiaScum.net, adopted by the great folks at HCRealms.com, and finally edited by me, ChiRocker):

2) During the Day, the Town (a.k.a. the uninformed majority) must try to vote off scum like the Mafia and unfriendly Neutrals without being tricked into voting off their own. You may vote by typing "Vote/Lynch/Tar&Feather/Anything-Else-that-can-Obviously-be-Interpreted-as-a-Vote [Player Name]" in bold. You may also "Leave Vote [Player Name]" and that player will given control of your vote until you reclaim it (all this must be done obviously and in bold).
3) At Night, players MUST send in their actions. The Mafia (a.k.a. the informed minority) takes this time to kill the Town off 1 by 1 while the Town tries its best to thwart the Mafia's plans. If you do not wish to act, you must let the moderator know.
4) Their are some Neutral players who are more or less doing their own thing, though some are more nefarious than others. While Survivors may win with either the Town or the Mafia, all Neutrals have their own selfish win condition.
5) Players win the game when they fulfill the win condition listed in their role.
6) Do NOT under any circumstances directly quote any form of communication you receive from the moderator. Doing so will result in an instant death at the hands of the mod.
7) Do not, under any circumstances edit your posts. Doing so will result in an instant death at the hands of the mod.
8) If you die in the game, that is it for you. You lose and it sucks (especially on Night 1). That being said, please do not talk once you are dead. It can seriously ruin the fun for everyone else, and it may result in future negative consequences depending on the moderator.
9) I am sure I am leaving out something obvious.
